100 VA Mobile/laptop charging point failure in train 12138 yesterday


 Train was detained in BPL division for 32 minutes as S4 coach( CN11269) ICE make (SrNo110612516) failed. Smoke came out of the inverter.
Two of the three capacitors appear failed (top protruded), which might have caused bursting of fuses.
From front, the inverter appears socket appears normal.
This inverter is protected by 2 Amps glass fuse and the 35 swg (16A) wire fuse in side wall FDB.
This equipment is manufactured with spec RDSO/PE/SPEC/TL/0142-2010 (Rev-0). Having 2 years warranty from date of commissioning.
Makes in the system are: ICE,Signotron,Saranya, and HYTech.
Other System of Mobile Charging points are:
  • 2.5 KVA inverter for entire coach and then 18 sockets.(spec RDSO PE/SPEC/TL/0131-2009 (Rev-0)
  • Since chargers work on 110 V dc also, just provide 110 V dc socket (with 0.5 amps fuse) from fan supply.(spec RDSO PE/SPEC/TL/-0165-2011)(rev-0)

  1. Railway should first learn to select vendors and products based on technical capability, quality, serviceability etc. rather not L1, L2 basis, one this lesson is understood that quality products will thrive everywhere.

In railway specifications state ISI marked sockets outlets to be used , the above socket is definately marked ISI of L1 Vendor but same are not Indian socket specification as evident in layout of pins with flat pin american standard which under any circumstances cannot be marked ISI but same in done and accepted in conviance with rail engineers at CE level/ rites inspection and also BIS officials , not surprising 26 people lost their lives due to fire on count of these mobile charging outlets

  3. these sockets with american standard layout are frauduently marked with ISI to the knowledge of BIS officials and Railway Engineers ( Design Dept )at ICF chennai all in collusion with manufacturers , 29 lives are of no value in a country with our vast population for these highranking officials who are having deep pockets for passing such product approvals surprisingly one supplier is a British MNC and even though the matter was brought to notice of both departments on contrary the informant co is informally blacklisted today in ICF for nearly past two years and further threatened with cancellation of its own BIS license by BIS vigilance department in New delhi to hush the matter
    Sorry ,Its only in such situation we realise INDIA is a THIRD WORLD COUNTRY
